曹三省，中国传媒大学新媒体研究院副院长，博士生导师，副教授，中国新闻技术工作者联合会多媒体专业委员会委员，国际发展信息学学会（IDIA）首届理事，中国电子学会高级会员，中国计算机学会高级会员，中国互联网协会高校顾问，《中国传媒科技》、《中国信息界·物联网专刊》特约编委，中国下一代广播电视网（NGB）工作组成员，中文新闻信息技术标准化委员会标准体系项目组成员，国家广电总局科技委“三网融合”战略研究组专家，教育部科技评审专家，中国记协双奖评审专家，北京市教育网络信息顾问，传媒高等教育国际联盟（MLEAGUE）工作委员会委员。

近年来从事智能网络、移动新媒体与互动媒体关键技术领域内的研究，并获得较为广泛的学术影响。在国际国内学术期刊与会议上发表论文90余篇（其中近30余篇收录于SCI、EI及ISTP检索，部分发表于国际著名学术出版机构IEEE Press，Springer和IDEA Group的学术期刊与论文集中），联合出版专著1部，完成省部级、校级及横向科研项目12项，目前作为负责人或主要成员承担（在研）国家重点实验室课题项目、国家高新技术产业化项目、北京市文化创意产业项目、文化部艺术科技项目、国家广电总局科技项目、国家科技基础工作专项项目与横向项目6项。

在国际国内学术交流上，担任IEEE工程·管理与服务科学大会（MASS/EMS）、亚太视觉信息处理研讨会（PAVIP）、国际社区信息学研讨会（CCNR）、国际工程与商业管理学术会议（EBM）、国际业务信息管理学术大会（IBIMA）程序委员、IEEE信息技术及应用学术会议（ICITA）论文评阅委员，2008年起承担IEEE Transaction on Multimedia的论文评阅工作。

2010年以来，在我国下一代网络、三网融合和新一代信息技术研究与产业化上取得一系列重要成果，带领团队研发的UICreator全媒体互动业务设计支撑平台开拓了融合网络新媒体应用的重要领域，用于宽带互动电视的运营支撑系统等成果经官方鉴定达到国内领先水平。目前致力于基于物联网和云计算的综合媒体业务支撑技术研究、物联网业务门户与社会化服务提供关键技术研究其在“城乡新媒体”和“智慧城市”中的应用与产业化，并获得中宣部、教育部、工信部、广电总局、文化部等部门和多地地方政府的支持。

Prof. Sanxing Cao is Associate Professor, Vice Dean and Ph.D. Supervisor of New Media Institute, Director of BCont Lab, Communication University of China (CUC) based in Beijing. He also acts as He is Member of the Multimedia Committee, China Association of Press Technicians, Member of the first Board of International Development Informatics Association (IDIA), University Consultant of China’s Internet Association, Member of China’s Next-Generation Broadcasting Networks (NGB) Working Group, Member of Standard System Project Group in Chinese News and Information Technology Standards Committee, Member of Tri-play Network Convergence Strategic Research Group of the Science and Technology Committee, State Administration of Radio Film and TV, Science and Technology Evaluation Expert in China’s Ministry of Education, Expert of China Journalists Association, Ad hoc Expert of HC360, Invited Consultant of Beijing Municipal Education Network Information Centre, Working Committee Member of International Union for Media Higher Education (MLEAGUE), Deputy Director of New Media Development Leading Group of Shijiazhuang Radio and Television Bureau, and Chief Coordinator of METIS Sino-European Research Network in China.

He is experienced in interactive media technologies, intelligent network technologies and mobile media, with about 90 papers published worldwide, of which about 30 ones are included in SCI, EI, ISTP and other profound indexes. He is the Committee Member and Reviewer of a number conferences in international academia, including IEEE ICITA(2005~), MASS/EMS(2009~), PAVIP(2006-2007), IBIMA(2007-), EBM(2010~), and a number of academic conferences in China.

In the years since 2010, Prof. Cao and his team has achieved excellent progresses in the innovation and industrialization of tri-play convergence technologies, future network and next-generation ICT. The UICreator project led by him has implemented a new technical approach and application domain of interactive media service across various networks and terminals upon convergent connectivity. The operation supporting solution for broadband interactive TV has also been officially verified to be a leading technical innovation in China. Prof. Cao and his team is recently focusing on the research of integrated media-rich service technologies based on the Internet of Things (IOT) and Cloud Computing, as well as the technologies of IOT Portal and Social Service Delivery. The technical innovations and their application and industrialization in Urban-rural New Media Platforms and Smart Cities are granted or supported by Chinese Central Government, Ministry of Education, Ministry of Industrialization and Information, State Administration of Radio, Film and Television, Ministry of Culture and numbers of local governments.
